This is because just having a proper measurement of your waist is not enough to get a proper corset.

Every woman has a different body and different dimensions than the other. Corsets are not like other costumes that you can buy just with your waist size or bust size. To get the right corset that fits you perfectly, you need to offer the right measurements of each part of your body to the corset maker.
When you check out a bespoke corset manufacturer site, you will see they ask for the size of your bust area, underbust, waist, and also the upper hip and hip. So, when the corset task is to train your waist, what is the need to ask for such measurements? It is only so that the corset fits your body perfectly.
